Yes...you can get one for example here:

But I really recommend you to install linux and use the more or less inbuilt compiler in it (GCC). DJGPP is the port of GCC to Windows.

There are a couple of other free compilers but they are not that good though.

There is a free compiler (in dos aswell as the one above) at http://www.borland.com
